I have laid before the Marquess of Salisbury

your letter 6490 of the 14th instant relative to the

condition of the water approaches to Shanghai.

I am directed by His Lordship to transmit to you,

for the information of the Secretary of State for the

Colonies, copies of a despatch from Her Majesty's

Chargé d'Affaires at Peking, and subsequent corres-

pondence, in regard to the scheme put forward by the

Shanghal General Chamber of Commerce and approved by

Her Majesty's Consul General at that port, for the

formation of a Conservancy Board.

Mr Bax Ironside

It will be observed that Mr. Bax Ironside was

instructed to endeavour to obtain the acceptance of
